LAOCDB reported about the 8th & Spring project back in 12/29/2015. This project is located in DTLA's Historic Core district at the north-west corner of 8th Street and Spring Street. The project site is next to the Chapman Lofts building. The developer of the project is Holland Partners and the under construction project, when completed, will entail a 24 story mixed use tower (244 feet tall).
LAOCDB took a picture of the project site back in late December of last year: (12/26/2015):
As the picture above shows the former surface parking lot was fenced off and some construction equipment was on-site. Since then, much more progress has been made as the picture below shows the former surface parking lot's asphalt being torn out and becoming a thing of the past. Much thanks to Instagram User: alyssaselogie for allowing LAOCDB to show this great picture: (1/19/2016):

As much of the planned/under construction high rise projects has been occurring in DTLA's South Park (e.g., Circa, Ten50, Oceanwide Plaza, 1120 Grand from Mack Urban) the Historic Core of DTLA is finally seeing new high rise construction.
